‘Delhi’s propaganda discrediting Haryana’ (Hindustan Times 16 June 2012)

Haryana chief minister Bhupinder Singh Hooda on Thursday wrote to his Delhi counterpart Sheila Dikshit, saying his state was not holding back Delhi’s water share and the ‘so-called’ saving of 80 MGD was a non-existent issue.

“Delhi often forgets that it got the Yamuna water share at Haryana’s cost. Instead of giving, Haryana credit for sacrificing the interests of its own population, the state continues to get discredited due to a palpably false propaganda by Delhi,” the Haryana CM wrote.

Hooda told HT that he has clarified the points raised by Dikshit in her June 8 letter. She had sought additional water to the tune of 80 MGD, which she said will come from the savings following the commissioning of the Munak-Haiderpur concrete lined channel (CLC).
Hooda said after examining the documents submitted to the Group of Ministers (GoM), it becomes evident that Delhi's share is 610 cusecs and Haryana had always released more water.
Responding to a point raised by Dikshit, Hooda further said it was incorrect to say that Delhi’s share at Munak was meant only for Haiderpur. "The construction of CLC results in a supply of 580 cusecs to Haiderpur. The capacity of the plant is only 425 cusecs. So, the remaining 150 cusecs will go to Wazirabad,” he said.
Raising the issue of non-payment of dues by the Delhi government, Hooda wrote that Haryana was meeting its commitment towards Delhi despite non-payment of maintenance charges to the tune of R59 crore, an outstanding amount of R100 crore for construction of CLC, non-payment of share of cost of construction of Hathnikund barrage and non-payment of charges for extra water supplied to Delhi.
He also said that DJB had increased capacity of its water plants in an unauthorised way.
