No dearth of funds for Yamuna cleaning: Jairam (The Hindu-25 Feb. 2010)

Flush with funds, the Union and State governments now need to pay more attention to river cleaning projects to make them viable, said Union Minister of State for Environment Jairam Ramesh on Wednesday.

The Minister admitted that while there was no dearth of funds for river cleaning projects, more thinking was needed on how to clean the Ganga and the Yamuna.

Referring to the huge spending made on the Yamuna and the Ganga cleaning projects, the Minister said: “Money is not the constraint. We need to spend more time thinking of solutions.”

The Minister said Ganga cleaning has been structured by the setting up of the National Ganga Basin Authority and a sum of Rs.15,000 crore would be spent over the next 10 years on the river under Mission Clean Ganga.

“The Yamuna is different. It is also difficult because in Delhi the major problem is that of sewage. We have received about Rs.1,200 crore from the Japanese Government so money is not the issue; we need separate drains,” said Mr. Ramesh during an interaction with media persons at the Indian Women’s Press Corps here.

“Unfortunately for a variety of reasons, bodies like the Municipal Corporation of Delhi, which is the cutting edge authority, are responsible (for failing to prevent the sewage flow into the river),” the Minister said referring obliquely to the civic body’s inability to curb river pollution. He said apart from resurrecting the dying rivers, there was a need to ensure minimum environment flow of water. “Even President Pratibha Patil in her speech on Monday made a reference to the task of ensuring both nirmal dhara (clean flow) and aviral dhara (continuous flow) in the rivers. With a number of hydel projects planned on rivers like the Bhagirathi and the Alaknanda, it is becoming difficult to even maintain the minimum flow.”

The Minister pointed out that the pollution in the river was as much a cultural problem. Making a reference to the immersions that are carried out, he said it was regrettable that while people do not observe laws, religious leaders too have not issued a statement prohibiting the practice that is killing the rivers. Recently Chief Minister Sheila Dikshit also admitted that the Yamuna cannot be cleaned before the Commonwealth Games in October this year. In a statement in the Lok Sabha on Wednesday, Mr. Ramesh also said that apart from the schemes undertaken by the States, the Centre was implementing the Yamuna Action Plan for reducing pollution in the river with assistance from the Japan International Cooperation Agency in a phased manner. The total expenditure incurred so far under this plan is Rs.908.89 core.

Museum or forest? Battle begins over fate of closed power plant site ( Indian Express 22 February 2010)

The Indraprastha thermal power plant, in the heart of Delhi, has recently shut down its polluting operations, but now a debate has begun over the room it leaves vacant.
The Delhi government is now considering the uses of the sprawling campus, which is prime property on the banks of the River Yamuna.
The plant was decommissioned after it was decided that thermal power generation within city limits was harmful for public health — but the outcome is not what the green brigade wants to hear.
The Delhi government had earlier decided to convert the area into a city forest, given the negative environmental publicity and litigation following the construction of the Commonwealth Games village on the riverbed.
But in view of the coming Commonwealth Games, the government has decided to convert most of it into an office for the Delhi Transport Corporation and create a centrally located parking lot for DTC buses as well.
Around 8 acres are mooted to be a nursery of saplings to be raised for the Games — with the area to be eventually turned into a city forest.
Now, the government is also studying a proposal mooted by an architect to create Delhi’s first museum dedicated to the city in the same area.
“The area will be split into three parts,” said Chief Secretary Rakesh Mehta. One will house a new office for the DTC. In the coal yard, the parking area for DTC buses will be built. The transmission part of the power station will remain, he said. The third part will be an 8-acre city forest. Saplings to be planted for beautifying the city during the Commonwealth Games will be raised here.
“But we are also studying a proposal for creating a museum dedicated to Delhi,” Mehta said. “There is a proposal to create a museum in this area which will showcase the history of Delhi and its cultural richness. We will take a call on this.”
With a group of NGOs stiffly against any construction on the riverbed, and Lieutenant-Governor Tejendra Khanna calling for a moratorium on any construction there, this is not what the lobby wants to hear.
“It is good that the thermal power plant has been shut down. That is a good decision taken in favour of public health,” said Manoj Misra from Yamuna Jiye Abhiyaan. “But creating offices and new buildings will be illegal. This will violate the High Court’s order banning any construction within 300 metres of the river. The entire area should be converted to a city forest.”
The power plant is located on the banks of the Yamuna and used to take water from the river for its operations. A recent report on the carbon footprint of Delhi revealed that in 2007-08, power generation from the five plants in Delhi — Badarpur, Indraprastha, two at Rajghat and Pragati — created 9.7 Mega Million Tonnes (MMT) of carbon dioxide. In comparison, the entire road transport network created between 7 to 8 MMT.
Further, though Delhi is creating several city forests, most are located in peripheral areas of the city.

करोड़ों वर्षों का मिथक टूटा गया कि यमुना की धार को कोई रोक नहीं सकता। किसी भी नदी के पारिस्थतिकीय सन्तुलन को बनाये रखने के लिए पर्यावरणीय प्रवाह बनाये रखने की नितान्त आवश्यकता होती है। 14 मई 1999 के एक फैसले में उच्चतम न्यायालय ने निर्देश दिया था कि यमुना को पारिस्थितिक प्रवाह की जरूरत है, सुप्रीम कोर्ट ने कहा कि प्रति सेकंड 353 cusecs का एक न्यूनतम प्रवाह नदी में होना ही चाहिए। हरियाणा, हिमाचल प्रदेश, उत्तर प्रदेश, राजस्थान और दिल्ली राज्यों को इस प्रवाह को बनाए रखने के लिए जिम्मेदार माना जाएगा।

पर वास्तविकता यह है कि सरकारें पूरी तरह से यमुना के पर्यावरणीय प्रवाह की अनदेखी कर रही हैं। बागपत और सोनीपत के पूरे यमुना खादर में पूरी गर्मियों में एक इंच का भी प्रवाह नहीं रहा। यमुना युवा क्लब के प्रधान ओमदत्त मस्ताना ने कहा कि कुछ भू माफियों के इशारे पर यमुना नदी का रुख बदला गया है। यदि यमुना में पानी नहीं छोड़ा गया तो पेयजल समस्या उत्पन्न हो जाएगी।
किसानों को संकट

हरियाणा प्रदेश भर की जमीन की प्यास बुझाने वाली यमुना नदी का अब पेट खाली हो गया है। ऐसे में यमुना की गोद में फसल बिजाई करने वालों को ही पानी खरीदकर सिंचाई करने को मजबूर हैं। पड़ोसी गांव के किसान साठ रुपए प्रति घंटा के हिसाब से पानी बेच रहे हैं। यमुना नदी की धार क्या टूटी, खादर क्षेत्र में पानी का टोटा शुरू हो गया है। खादर क्षेत्र के किसान सिंचाई के लिए ट्यूबवेल पर निर्भर थे। क्षेत्र का भू-जल स्तर मात्र चालीस से पचास फीट तक था। यमुना सूखने से किसानों के ट्यूबवेल ठप हो गए हैं।


बडौली गांव के किसान बेली नंबरदार, मा. बिजेंद्र आंतिल, माईराम कौशिक, मांगेराम, हवा सिंह, महाबीर सिंह, सतीश ने बताया कि किसानों ने धान की फसल की रोपाई कर दी, लेकिन ट्यूबवेल ठप होने से पानी की समस्या उत्पन्न हो गई। जिन लोगों ने डीजल इंजन लगा रखे हैं, वे साठ रुपए प्रति घंटा के हिसाब से पानी बेच रहे हैं। किसानों को दस से बारह घंटे तक खेत में पानी चलाना पड़ रहा है। इसके साथ ही किसानों को करीब बीस एकड़ की दूरी तक पाइप लाइन दबाकर पानी लान पड़ रहा है।

क्षेत्र में बनी यमुना बचाओ कमेटी

क्षेत्र के किसानों ने यमुना बचाओ कमेटी का गठन किया है। बडौली गांव निवासी नारायण शर्मा ने बताया कि कमेटी में पलड़ा के कृष्ण आंतिल, ओमवीर नांदनौर, महेंद्र नंबरदार बख्तावरपुर, दिलबाग आंतिल, संजय शर्मा जैनपुर, राज शर्मा बडौली, प्रेमराज मनौली, रणजीत जैनपुर, कृष्ण मलिकपुर, दयांनद आदि को शामिल किया गया है। शर्मा ने बताया कि शीघ्र ही कार्यकारिणी का गठन कर आंदोलन शुरू किया जाएगा।

पानीपत शहर के डाई हाउसों से जहरीला पानी भू-गर्भ में पहुंच रहा हैपानीपत. शहर के डाई हाउस संचालक चोरी-छिपे जहरीले पानी को भू-गर्भ में पहुंचाकर पानी को विषैला बना रहे हैं। प्रतिदिन लगभग 32 लाख लीटर जहरीला पानी जमीन के अंदर पहुंचा रहे हैं। प्रदूषण नियंत्रण बोर्ड और जन स्वास्थ्य विभाग की कार्रवाई कुछ ही डाई हाउसों तक चलकर दम तोड़ जाती है। अधिकारियों की अनदेखी से शहर का पेयजल दिनोंदिन विषैला होता जा रहा है।

पांच बार होता है प्रोसेस

किसी कपड़े या धागे को डाई करने के लिए पांच बार प्रोसेस से गुजारना पड़ता है। सबसे पहले कच्च माल डालकर एक राउंड लगाया जाता है। दूसरे राउंड में साबुन से वाश कर साफ पानी से धोया जाता है। तीसरे राउंड में कपड़े या धागे में रंग दिया जाता है। चौथे राउंड में शेड फाइनल होने पर रंग दिया जाता है। पांचवें राउंड में कलर फिक्स किया जाता है। एक मशीन में एक बार दो सौ लीटर पानी डाला जाता है। पांच राउंड में एक मशीन एक हजार लीटर पानी बाहर निकालती है।
कैसे हो रहा है पानी विषैला

शहर में इस समय करीब 15 सौ डाई हाउस हैं, इनमें तीन सौ बड़े और करीब 12 सौ छोटे डाई हाउस हैं, जबकि पानीपत डायर्स एसोसिएशन के पदाधिकारी लगभग नौ सौ डाई हाउस होने की बात कहते हैं। बताया जाता है कि बड़े डाई हाउसों में करीबन 10 और छोटों में दो डाई मशीन हैं।

ईटीपी लगाना है जरूरी

प्रदूषण नियंत्रण बोर्ड के नियमों में डाई हाउस में ईटीपी लगाना जरूरी है। डाई हाउस की परमिशन लेते समय डायर्स को ईटीपी के सहयोग से केमिकलयुक्त पानी को साफ कर निकालने की सलाह दी जाती है। बिना ईटीपी लगे डाई हाउसों को प्रदूषण नियंत्रण बोर्ड परमिशन नहीं देता, लेकिन शहर के लगभग 350 डाई हाउसों में ही ईटीपी लगे हुए हैं। बाकी नियमों की धज्जियां उड़ाने में लगे हैं। इनके कारण भूमिगत पानी लगातार विषैला होता जा रहा है।

इन क्षेत्रों में डाई हाउस

शहर के तहसील कैंप, नूरवाला, बिचपड़ी, हरिसिंह कालोनी, वार्ड 10-11, सनौली रोड, बबैल क्षेत्र, माडल टाउन इंडस्ट्रीयल एरिया, काबड़ी रोड, आजाद नगर, कच्च कैंप, सेक्टर 24-25, 29 आदि क्षेत्रों में खुले रूप से नालियों में डाई हाउस केमिकलयुक्त पानी फेंक रहे हैं।

नहीं हो पाए शिफ्ट

रि हायशी क्षेत्र से डाई हाउस को बाहर निकालने के लिए हुडा सेक्टर-29 पार्ट-टू में वर्ष 2003 में प्लाट काटे गए। जिला प्रशासन के नियमानुसार 2006 तक डाई हाउसों को नए सेक्टर में शिफ्ट करना था, लेकिन इनकी शिफ्टिंग का मामला आज तक हल नहीं हो पाया है। मामला कोर्ट में विचाराधीन है। डाई हाउस संचालक जहां सेक्टर में बिजली, पानी की सुविधा न होने की बात कर रहा है, वहीं हुडा और प्रदूषण नियंत्रण बोर्ड सेक्टर में सभी सुविधा होने का दावा कर रहा है।

बगैर ईटीपी लगाने वालों को एसोसिएशन का सदस्य नहीं बनाया जाता, यदि किसी कारणवश जो बन भी गए हैं, उन्हें एसोसिएशन समय-समय पर ईटीपी लगवाने की सलाह देती है। डायर्स सेक्टर 29 पार्ट-2 में डाई हाउस शिफ्ट करने को तैयार है, विभाग ही डाई हाउसों की अनदेखी कर रहा है। - यशपाल मलिक, अध्यक्ष, पानीपत डायर्स एसोसिएशन।

प्रदूषण नियंत्रण बोर्ड समय-समय पर डाई हाउसों का निरीक्षण करता है। विभाग की टीम बारीकी से डाई हाउस के पानी निकासी की जांच करती है। किसी प्रकार की कमी मिलने पर विभागीय कार्रवाई की जाती है। गंभीर मामला मिलने पर डाई हाउस को सील भी किया जाता है। - रणबीर सिंह, एसडीओ, प्रदूषण नियंत्रण बोर्ड, पानीपत

विषैला पानी फसल पर विपरित असर डालेगा। पानी के अधिक जहरीला होने से फसल जल सकती है। ऐसे में किसानों को पानी को टेस्ट कर ही इस्तेमाल करना चाहिए। अपने स्तर पर पानी का प्रयोग खेतों में नहीं प्रयोग करना चाहिए। - डा. ओमप्रकाश राठी, एपीपीओ, सहायक पौधा संरक्षण अधिकारी, कृषि विभाग, पानीपत।
